Qualifications
11 members appointed by Governor. House Speaker and Senate President each recommend 2 persons, and House and Senate Minority Leaders each recommend 1 person, to Governor for Governor to appoint. All of the Governor's appointees must speak Spanish, be of Spanish-speaking origin, and be American citizens or lawful, permanent, resident aliens. Members must be chosen from urban, suburban, and rural areas, with numerical and geographic balance of Spanish-speaking population throughout the state.
