Agency Reports Submitted to the General Assembly

Section 101.68(B) of the Revised Code requires that when annual or other types of reports are to be submitted to the General Assembly, it is sufficient for copies of the reports to be submitted to the Director of the Legislative Service Commission (LSC). The Director is then to inform each member of the General Assembly of the content and form of the report as well as the cost of its preparation and the number of copies printed. Submission of reports to LSC eliminates the need to send reports to each member of the General Assembly.

As required under section 101.68(C), below is the annotated bibliography of documents recently received. In addition, the bibliography includes other documents that may be of interest to legislators. Electronic copies of the documents also are included if available; click "View Report" to open a document. Please call the LSC Library at (614) 466-5312 to borrow a copy of any of the reports that are not available in an electronic format, or visit the Library on the 9th floor of the Riffe Center. New lists will be sent to you as the arrival of documents warrants.

CLEVELAND MUNICIPAL SCHOOL DISTRICT

PERFORMANCE FOR THE 2016-1017 SCHOOL YEAR, October 24, 2017, 9 pp.

 Issued pursuant to H.B. 525 of the 129th General Assembly; reports on the progress made on four different goals from the Cleveland Plan: increasing the number of high performing schools and decreasing the the number of failing schools, increasing the district's value-added measure, focusing the district's central office on key support and governance roles and transferring authority and resources to schools, and investing and phasing in high-leverage system reforms across all schools from preschool to college and career.

FACILITIES CONSTRUCTION COMMISSION, OHIO

REPORT UNDER SUBSTITUTE SENATE BILL 3, July 14, 2017, 2 pp.

S.B. 3 of the 131st General Assembly required the Ohio School Facilities Commission to develop a proposal for school districts that have not yet received assistance under the Classroom Facilities Assistance Program, upon becoming eligible for assistance under that program, based on the annual percentile rankings under R.C. 3318.011, to apply for and receive a portion of the state funds; the 1:1 School Facilities Option Program, as enacted in H.B. 49 of the 132nd General Assembly, fulfilled the legislative requirements of S.B. 3.

OHIO 2020 TAX POLICY STUDY COMMISSION

CO-CHAIRS' REPORT ON TESTIMONY TAKEN ON MAXIMIZING OHIO'S COMPETITIVENESS, FLAT RATE INCOME TAX, TAX CREDITS, AND OTHER TAX RELATED TOPICS, October 1, 2017, 323 pp.

Fulfills reporting requirement for the Committee created in H.B. 64 of the 131st General Assembly; charged to review and study the state's severance tax, the Ohio Historic Preserevation Tax Credit, Ohio's tax structure and policies,  and the potential of a transition to a flat income tax rate; report contains a paper from LSC that provides an overview of the Ohio income tax, and copies of testimony presented at meetings; makes recommendations.
