House Speaker appoints 2 House members, not more than 1 from the same political party; Senate President appoints 2 Senate members, not more than 1 from the same political party. House Speaker may appoint 1 former House Speaker, and Senate President may appoint 1 former Senate President, at their discretion; if either of these appointments is not made or if no person is eligible or available to serve, the seat must remain vacant.
