House Speaker appoints 1 member who must be a House member, Senate President appoints 1 member who must be a Senate member, and Chief Justice of the Supreme Court appoints 1 member who must be a member of the judiciary. The Compact Administrator of Ohio for the Interstate Compact for Adult Offender Supervision, or the Administrator's designee, is a member. Each appointee must be appointed in consultation with the Department of Rehabilitation and Correction.
